CULTURAL INFLUENCES ON CRIME PERCEPTION
A SYSTEMATIC LITERATURE REVIEW

This systematic review examined the available evidence on cultural influences on crime perception, including attitudes toward punishment and justice system practices. The search for articles was conducted using the Scielo, Scopus, and Web of Science databases, with no temporal restrictions. After applying inclusion and exclusion criteria, 18 articles were retained for analysis. The results indicated a growing interest in the topic over the past eleven years and demonstrated that cultural norms shape crime interpretation, punishment application, and the treatment of different groups within justice systems. However, most of the analyzed studies focus on Western contexts, particularly the United States, which limits the global understanding of the phenomenon and its broader implications. Furthermore, findings suggest that shame is not exclusive to Asian contexts and may have ambiguous effects on social control. These results highlight the need for research in diverse sociocultural contexts to expand knowledge on the subject and contribute to the development of more equitable justice systems. The relationship between shame and social control underscores the importance of public policies that promote social inclusion and not just discourage crime.
